India provides short-term training courses to the eligible candidates from the Republic of South Africa and the Kingdom of Lesotho on a regular basis under the Indian Technical and Economic Cooperation (ITEC) and Special Commonwealth Africa Assistance Programme (SCAAP). Following the visit of Prime Minister Dr. Manmohan Singh to South Africa in October 2006, the number of seats for South Africa was increased to 100 annually. In the case of Lesotho, India provides 20 seats every year.
The entire cost of training under these programmes, including return international airfare, tuition fees, accommodation charges, emergency medical treatment, stipend, book allowance and study tour, is borne by the Ministry of External Affairs.
During 2006, the nominees of the Govts of South Africa and Lesotho attended courses at several prestigious Indian institutes including Central Institute for Rural Electrification; National Institute of Rural Development; National Institute of Entrepreneurship & Small Business Development; Institute of Government Accounts & Finance; Bureau of Parliamentary Studies & Training; V.V. Giri National Labour Institute; Shri Ram Institute of Business & Information Technology; and Research & Information System for the Non-Aligned and Other Developing Countries; Institute of Applied Manpower Research, Bureau of Indian Standards; CMC Ltd; Technical Teachers’ Training Institute; Centre for Development Advanced Computing; South India Textile Research Association; Central Institute of English & Foreign Languages; NIIT Ltd; TATA Consultancy Services Ltd; Indian Institute of Mass Communication; Entrepreneurship Development Institute of India.
The wide range of courses under these programmes included Accounts & Finance Management, Power Distribution Management & Technologies, Legislative Drafting, Small Business Development, Essential Basic IT Skills, Prevention of HIV/AIDS at Work Place, Strategies of Natural Business & Rural Development, Geo-informatics & Research in International Economic Issues & Development Policies; Human Resource Planning & Development; Management Systems for Developing Countries; Repair, Servicing & Maintenance of Bio-Medical Equipment; Textile Mill Management; Software Development Techniques, Public Financial Expenditure Management; Office Technologies and Internet Applications; Development Journalism for Non-Aligned and Developing Countries; English Speaking and Writing Skills; and Special Training course in WTO matters.
